The Committee on Roads and Transportation moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

H. B. 2514 -- “A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §17A-6F-1, §17A-6F-2 and §17A-6F-3, all relating to creating a special motor vehicle collector registration plate; defining collector motor vehicle and motor vehicle collector; requirements for the application and issuance of the special registration plate; fees; operation of collector motor vehicles with a collector registration plate; limitation of purposes for the operation and use of a collector motor vehicle displaying the special registration plate; allowing transfer and display of a motor vehicle collector registration plate among multiple collector motor vehicles owned by a collector.”
